One of the most urgent needs to is to help the most severely mentally ill and/or addicted persons break out of the cycle of homelessness, hospitalization and incarceration. Please join us to hear two experts discuss the proposed CARE Court legislation, which will connect a person in crisis with behavioral health care, medication and housing while holding both government and participants accountable.
Judge Manley presides over all misdemeanor and felony drug and mental health cases in Santa Clara County and has for 25 years championed the development of special court programs aimed at getting offenders with mental illness, substance use disorders, or both, into treatment and out of jail. Ms. Carter is an advocate for policy and practices on behalf of those with serious mental illness, an advocacy that is grounded in her own lived experience with an adult son and daughter both diagnosed with mental illness.

Community Meetings
The Task Force hosts bimonthly forums to connect with the Palisades community. At each meeting, we answer questions, solicit ideas, provide progress updates, and convene experts to address the pressing issues related to homelessness. These meetings are discussion opportunities – not lectures – and we appreciate every contribution. The ideas debated here ultimately turn into concrete solutions, whether it’s a Panhandling Policy or partnerships with local agencies.
Our efforts are only as strong as the community that supports them, so we encourage all to attend, whether they’re new to the issue or have engaged with it for years.

Attending our community meetings is encouraged and needed. It is a way to be involved, provide support to the growing PPTFH community-wide program and help address homelessness in the Palisades. Come and participate!
